Approximately 600 detainees are held at the U.S. Naval Base at Guantanamo Bay. Many have been detained for over 2 years. None have prisoner of war status. In December 2002 Donald Rumsfeld authorized the use of several techniques not listed in the standard manual against a Saudi suspect, including stress positions for up to 4 hours, use of dogs, hooding and removal of clothing. The Department of Defense says these techniques were never used. The authorization was suspended in January 2003 and a new set of techniques approved in April 2003. |
