Letter of May 10, 2003 from Yar Mohammad Tamkin, Attorney General of the Armed Forces of Afghanistan, to the country's Attorney General Mahmoud Daqiq. Based on initial interviews with the seven prisoners in Kabul, Tamkin requests permission to send men to Gardez for a full investigation. Daqiq agreed the request, noting on the page his authorization of a "well-organized mission."
Among the things that the investigation was to cover were:
"2. The camp of the friendly forces [i.e. the Americans] is located in Gardez. It is necessary to attend to matters concerning the arrest and murder of Jamal and the torture and suffering of the detainees and to contact the officials of the camp.
3. The procedures of the local police - regarding the reason that the arrested individuals were held secretly and the reason they were held for two months..."
