James A. Burger (Col. USAF, Ret.), Associate Deputy General Counsel, International Affairs, Office of the General Counsel, Department of Defense

Mr. Burger was the Legal Advisor to the Commander in Chief of the Allied Forces in Southern Europe from 1994 to 1997 and Legal Advisor of the Implementation Force (IFOR) in Sarajevo, Bosnia from December 1995 to November 1996, where he served as Special Assistant on Legal and Legislative Affairs of the Office of the Deputy Assistant Secretary for Peacekeeping and Humanitarian Assistance in the Office of the Secretary of Defense. Col. Burger participated in key IFOR operations and planning as IFOR Legal Advisor from November 1995 to November 1996. He attended the Dayton Peace conference with the major responsibility for negotiating the Status of Forces Agreements (SOFA) which became part of the agreements. As AFSOUTH Legal Advisor, Col. Burger took part in planning for the Bosnia operations from 1994-1995, headed the AFSOUTH Work Group which wrote the IFRO Rules of Engagement, and drafted the IFOR SOFA’s for Croatia, Bosnia, and Serbia. He served as Chief Military Delegate in the negotiations for the Amended Supplementary Agreement with Germany to the NATO Status of Forces Agreement from 1992-1993. Col. Burger has published articles in the US Army Lawyer, the Military Review, the Naval War College International Law Studies (Blue Book), the Revue and Recueil of the International Society for Military Law and the Law of War, and International Committee of the Red Cross publications. Most recently he collaborated in publishing along with Dr. Harry Almond, as editors and commentators, The History of Future Warfare, Selections from the Professional Readings in Military Strategy (1999).
