After more than two years of negotiations, Cambodia and the United Nations tentatively reached agreement in July to establish a national tribunal with international participation to bring former Khmer Rouge leaders to justice for genocide, crimes against humanity, and war crimes committed between April 1975 and January 1979. As of October, however, the government had yet to submit revised legislation establishing the tribunal to the National Assembly, casting doubt on the government's resolve.
